Conscription is the fourth 
Military Research available at the Library. It is preceded by Standing Army and is required to research the fifth Military technology, Levee en Masse.
Researching Conscription further increases the 
population limit by +25. It also unlocks the Stockade and the Bombardment and Operations technologies for the Forts, as well as the Cannon (Basilica Cannon for the Turks; Mortar for the Inca) and the Bomb Ketch.
